‘다른 세계’를 꿈꾸는 사회활동가들이 한자리에 모이는 세계사회포럼(WSF)이 올해로 10주년을 맞았다. 올해는 WSF가 10년간 자본주의와 세계화에 반대하며 모색한 대안세계에 대한 열망을 담아 ‘다른 세계는 가능하다’라는 기치를 내걸었다. 개막일인 지난 25일 브라질 포르투 알레그레에 모인 활동가 2만5000여명은 “변화를 위한 화합”을 주창했다.

AP통신에 따르면 포럼 이틀째인 26일 좌파 성향의 인사들은 금융위기로 큰 타격을 입었던 금융기관과 다국적기업들을 공격하며 자본주의에 대한 비난을 쏟아냈다. 브라질의 사회학자 칸디도 그르지보우스키는 “자본주의가 지속가능하지 않다는 점이 분명해졌다”면서 “사회·환경 정의에 기반을 둔 시스템을 만들어내야 한다”고 말했다.
또 이날 활동가들은 거대기업의 자원장악과 환경파괴를 비판했다. 환경단체 대표 카를로스 칸디오티는 “페루에서는 거대 채광기업들이 허락없이 영토를 침범하고 있다”면서 “채굴에 따른 환경오염으로 원주민들의 생계가 위협받고 있다”고 주장했다. 데이비드 하비 미 뉴욕시립대 교수는 “자본주의 시스템은 건설이 아닌 파괴에 기반하고 있으며, 경제성장에 관한 강박관념은 환경 비용을 초래한다”고 지적했다.
세계경제포럼(WEF·다보스포럼)에 대한 대안회의로 일컬어지는 WSF는 2001년 브라질 포르투알레그레에서 처음 열렸다.
WSF는 지난 10년간 활동에 대해 “토론 이상의 결과물이 나왔다”고 평가했다. 2007년 출범한 미국사회포럼(USSF) 등 지역사회에서 사회포럼이 연계되면서 공공 서비스가 확대되고 있다는 것이다. 또 미주자유무역지대(FTAA)를 저지하고, 중남미 원주민의 권리를 향상시킨 것도 성과로 꼽힌다. 그러나 구체적인 결의안을 도출하지 못하고 난상토론에 그친다는 비판도 받는다. WSF 설립자인 프란시스코 휘태커는 “우리는 세계를 한번에 완전히 바꿀 수 없을지도 모르지만, 변화는 지금 밑바닥에서부터 시작돼 퍼져나가고 있다”고 말했다.
WSF에는 국제인권연맹, 국제앰네스티, 그린피스 등 국제비정부기관의 사회활동가들을 비롯해 미국의 언어학자 노엄 촘스키, <노동의 종말>의 저자 제레미 리프킨 등 세계적인 석학들이 참여하고 있다. 이번 포럼에는 우고 차베스 베네수엘라 대통령, 에보 모랄레스 볼리비아 대통령, 페르난도 루고 파라과이 대통령 등이 참석할 것으로 알려졌다.
한편 27일 스위스 다보스에서 개막한 WEF는 대형은행 규제를 중심으로 논의가 진행될 것으로 전망된다. 최근 미국과 영국, 프랑스 등에서 대형 은행 규제 방침이 잇따라 나옴에 따라 이 같은 규제에 반발하는 은행들이 어떻게 대응할지가 이번 포럼의 주요 관심사다.
