(서울=연합뉴스) 이한승 기자 = 현재 수준으로 온실가스가 방출된다면 2100년까지 해수면이 최대 91.4㎝ 상승할 것이라는 조사 결과가 나왔다.

미국 보스턴글로브는 19일(현지시간) 뉴욕타임스가 단독 입수한 유엔 정부간기후변화위원회(IPCC) 보고서 초안을 인용해 이같이 보도했다.

보고서는 지구 해수면 상승을 초래하는 몇 가지 시나리오를 제시했다.

가장 낙관적인 견해는 세계 각국 정부가 온실가스 배출량을 통제하는데 성공한다면 2100년까지 해수면 상승폭이 10인치(약 25.4㎝) 상승에 그칠 것이라고 전망했다.

이는 지난 20세기 해수면 상승폭인 8인치(약 20.3㎝)보다 조금 많은 수준으로, 해안가에 심각한 침식 현상을 가져올 수는 있지만, 대체로는 관리할 수 있는 수준이라고 보고서는 설명했다.

그러나 앞으로도 현재와 같이 온실가스 배출량이 빠른 속도로 증가한다면 해수면은 21인치(약 53.4㎝) 이상 상승하고, 극단적인 경우에는 3피트(91.4㎝) 이상 오를 수도 있다고 보고서는 분석했다.

이 경우에는 해안가에 사는 인구 수억명이 위기를 맞고, 특히 3피트 이상 상승한다면 미국의 뉴욕, 마이애미, 뉴올리언스, 영국 런던, 중국 상하이(上海), 이탈리아 베네치아, 호주 시드니 등 주요도시가 잠길 수 있다고 전망했다.

보고서는 또 화석연료 사용과 같은 인간의 활동이 1950년대 이후 관측되고 있는 대기 온난화의 주요 원인이라고 지적했다.

이 같은 내용은 지난 2007년 발간된 보고서보다 전반적으로 훨씬 악화된 것이다.

당시 유엔이 발간한 보고서에선 인간의 활동이 지구 온난화에 미치는 영향을 90∼100％ 정도라고 밝혔지만, 이번 보고서는 95∼100％로 상향했다.

보고서는 최근에 지구 온난화 속도가 느려지고 있다는 주장에 대해 단기적인 현상이라고 반박하며, 지구 온난화를 초래하는 요인들이 더욱 확고하게 역할을 하고 있고, 온실가스 방출의 영향도 더욱 심각해질 것이라고 강조했다.

All available estimates for projected warming by the end of the 21st century are summarised in Figure 10.29 for the six SRES non-intervention marker scenarios. Among the various techniques, the AR4 AOGCM ensemble provides the most sophisticated set of models in terms of the range of processes included and consequent realism of the simulations compared to observations (see Chapters 8 and 9). On average, this ensemble projects an increase in global mean surface air temperature of 1.8°C, 2.8°C and 3.4°C in the B1, A1B and A2 scenarios, respectively, by 2090 to 2099 relative to 1980 to 1999 (note that in Table 10.5, the years 2080 to 2099 were used for those globally averaged values to be consistent with the comparable averaging period for the geographic plots in Section 10.3; this longer averaging period smoothes spatial noise in the geographic plots). A scaling method is used to estimate AOGCM mean results for the three missing scenarios B2, A1T and A1FI. The ratio of the AOGCM mean values for B1 relative to A1B and A2 relative to A1B are almost identical to the ratios obtained with the MAGICC SCM, although the absolute values for the SCM are higher. Thus, the AOGCM mean response for the scenarios B2, A1T and A1FI can be estimated as 2.4°C, 2.4°C and 4.0°C by multiplying the AOGCM A1B mean by the SCM-derived ratios B2/A1B, A1T/A1B and A1FI/A1B, respectively (for details see Appendix 10.A.1).

The AOGCMs cannot sample the full range of possible warming, in particular because they do not include uncertainties in the carbon cycle. In addition to the range derived directly from the AR4 multi-model ensemble, Figure 10.29 depicts additional uncertainty estimates obtained from published probabilistic methods using different types of models and observational constraints: the MAGICC SCM and the BERN2.5CC coupled climate-carbon cycle EMIC tuned to different climate sensitivities and carbon cycle settings, and the C⁴MIP coupled climate-carbon cycle models. Based on these results, the future increase in global mean temperature is likely to fall within –40 to +60% of the multi-model AOGCM mean warming simulated for each scenario. This range results from an expert judgement of the multiple lines of evidence presented in Figure 10.29, and assumes that the models approximately capture the range of uncertainties in the carbon cycle. The range is well constrained at the lower bound since climate sensitivity is better constrained at the low end (see Box 10.2), and carbon cycle uncertainty only weakly affects the lower bound. The upper bound is less certain as there is more variation across the different models and methods, partly because carbon cycle feedback uncertainties are greater with larger warming. The uncertainty ranges derived from the above percentages for the warming by 2090 to 2099 relative to 1980 to 1999 are 1.1°C to 2.9°C, 1.4°C to 3.8°C, 1.7°C to 4.4°C, 1.4°C to 3.8°C, 2.0°C to 5.4°C and 2.4°C to 6.4°C for the scenarios B1, B2, A1B, A1T, A2 and A1FI, respectively. It is not appropriate to compare the lowest and highest values across these ranges against the single range given in the TAR, because the TAR range resulted only from projections using an SCM and covered all SRES scenarios, whereas here a number of different and independent modelling approaches are combined to estimate ranges for the six illustrative scenarios separately. Additionally, in contrast to the TAR, carbon cycle uncertainties are now included in these ranges. These uncertainty ranges include only anthropogenically forced changes.

관련 기사입니다.

해마다 30kg의 쇠고기를 소비하고 있는 미국에서 리처드 그래드월(Richard Gradwohl)
교수가 개발한 소형 소(Miniature Cows)가 온실가스를 감축시키는 친환경 쇠고기로
주목을 받고 있다고 합니다.

5에이커의 땅에 일반 소는 2마리를 기를 수 있지만, 소형 소는 10마리까지 기를 수
있기 때문에 쇠고기 생산량이 3배 이상 높으며, 사료는 1/3밖에 들어가지 않는다고
합니다.

또한 소형 소를 사육함으로써 온실가스 배출도 줄일 수 있다고 합니다. 소형 소 10마리가가
배출하는 메탄 가스는 일반 소 1마리가 배출하는 메탄 가스 정도라고 합니다.

현재 그가 개발한 18가지 품종의 소형 소 2만 마리가 미국에서 사육되고 있으며,
전세계적으로 1400명의 농장주들이 그가 개발한 96-111cm 크기의 덱스터(Dexters)
품종의 소형 소들을 사육하고 있다고 합니다.

소형 소들은 육질이 뛰어나서 맛도 좋다고 합니다. 소의 몸집이 클수록 근육 속의
세포도 커지는데, 소형 소들은 몸집이 작기 때문에 근육소의 세포도 작기 때문에,
맛이 더 부드럽다고 합니다.

현대 축산업은 소의 몸무게를 늘리는 대형화에 관심을 기울였는데, 이제는 정반대로
소의 몸무게를 줄이는 소형화에 관심을 기울일 것 같습니다.

그러나 인간의 과도한 육식 식습관과 상품화된 공장식 축산업에 대한 근본적인
성찰 없이 과학기술만으로 환경, 질병, 건강의 문제가 해결될 수 있을 지는 여전히

When you hear the words “mini cows” they sound as if they are the result of someone’s daft hobby. But miniature cattle could be the future of environmentally-friendly beef.

In the US, where around 30kg of beef is eaten per person each year, farms are ditching Holsteins and Aberdeen Angus for their smaller counterparts, and there are now well over 20,000 mini cows in the US. Professor Richard Gradwohl is responsible for 18 new breeds of miniature cattle on his Seattle farm, including a Miniature Panda – a fluffy eye-patched little cow just 107cm high. (His micromini cattle are less than 96.5cm tall – those shorter than 92cm are known as “teacup cattle”.)

“When I started frittering around with miniature cattle, everyone thought I was nuts,” he says. Since the 1940s, US farmers have been breeding cows for size, making them much larger than their British cousins. But with Gradwohl’s farm being swallowed up by rising taxes, he had to give up 60 acres of land. He discovered that it is possible to raise 10 miniature cows on five acres, rather than just two full-sized cows, meaning that land could yield up to three times as much beef – but the cows only need one third of the feed.

“These little cows were just right for me,” he says. And, given worries about cows’ contribution to greenhouse gases, it takes 10 mini cows to produce the amount of methane of one full-sized cow.

Gradwohl now ships semen, embryos and cattle all over the world – except to the UK, where 1,400 farmers already breed Dexters, which are 96-111cm tall.

And the mini cows’ beef tastes great. The bigger the cow, the longer the cells in the muscle are. A shorter cell means more tender beef, so smaller breeds have naturally better flavour.

Although they sound innovative, mini cows date back to the 1600s, says Gradwohl, when “British farmers developed small breeds because they only had five-acre farms”. Now, with a bit of luck, more farmers of the 1.3 billion-strong cattle worldwide might also try them out for size.

지구온난화의 ‘종말론적 예측’ 비하인드 스토리

유엔 기후변화위원회(IPCC)는 지구온난화 연구에서 ‘독수리 5형제’격인 세계적 과학기구다. 이런 연구기관이 5~6년마다 최신의 연구 기술과 도구로 천착한 기후변화 연구 결과물을 발표해왔다. 1990·1995·2001년에 이어 가장 마지막 결과물로 발표된 것이 2007년 제 4차 보고서였다.

이 보고서는 지난달 코펜하겐 기후변화회의의 이론적 토대가 되었다. 코펜하겐 회의의 캐치프레이즈는 ‘지구를 구할 마지막 기회’였다. 이처럼 ‘시기적 절박성’을 강조한 근거 역시 IPCC 보고서에 담긴 예측이었다.

하지만 ‘히말라야의 모든 빙하는 2035년 경, 혹은 더 일찍 사라질 가능성이 아주 높다”라는 이 예측은 과학적 검증이 전혀 이뤄지지 않은 채 ‘과학논문’이라는 IPCC 보고서에 포함된 것으로 드러났다.(☞관련 기사: 지구온난화 이론, ‘과학적 사기극’으로 전락하나)

IPCC는 최근에야 이 사실을 공식 인정하면서도 “인간적 실수였으며, 보고서의 핵심 내용도 아니다”면서 지구온난화 연구 전체를 폄하하지 말 것을 요구했다.

‘블랭킷 스테이트먼트’를 검증도 안한 IPCC

사실 이 예측은 보고서의 핵심 내용을 추려낸 정책참고요약(summary for policymakers)에는 빠졌다. 과학적 연구 결과물이 아닌 것을 스스로 알고 있었기 때문이다.

하지만 지구온난화를 지지하는 진영은 이 예측에 열광했다. 보고서의 모든 내용을 압도하는 ‘포괄적이며 단정적인 서술’이기 때문이다. 이런 서술을 바로 ‘블랭킷 스테이트먼트(blanket statement)’라고 한다.

과학계에서 ‘블랭킷 스테이트먼트’는 어떤 서술보다 철저한 과학적 검증을 거쳐야 할 대상인 것은 상식이다. 과학기구라는 IPCC조차 UN 산하기관으로 정치적으로 자유롭지 않다고 보는 과학자들은, IPCC 보고서에 ‘블랭킷 스테이트먼트’가 아무런 검증도 거치지 않고 들어간 것은 ‘실수’가 아니라 ‘정치적 역학’이 작동한 것으로 보는 이유가 여기에 있다.

물론 ‘히말리야 빙하 소멸설’이 거짓으로 드러났다고 해서, 지구온난화 연구 모두가 거짓이라고 말할 수는 없다. 영국의 <인디펜던트>도 지난 23일 이 점을 한 기후학자의 말을 인용해 다음과 같이 경고했다.

“히말라야 빙하가 2035년 경 사라진다는 주장은 거짓으로 드러났다. 기후변화 회의론자들은 기뻐하고 있다. 그래서는 안된다. 빙하가 사라지는 것은 여전히 시간문제일 뿐이다.”

또한 지구온난화 이론을 지지하는 진영에서는 “오류가 일부 있다고 해서 전체가 틀렸다고 몰아가지 말라”고 항변한다.

하지만 ‘블랭킷 스테이트먼트’의 오류는 계산 실수나 해석의 실수 등 ‘일부 오류들’에 포함시키기에는 성격이 다르다. 과학적 검증을 거쳤는데도 오류로 드러났건, 과학적 검증 자체를 거치지 않고 포함시켰건 엉터리 ‘블랭킷 스테이트먼트’가 과학논문에 실린 이번 사건은 ‘지구온난화’를 연구하는 과학자들과 그 이론에 대해 ‘신뢰의 위기’를 초래하는 중대한 사태다.

“2035년 빙하소멸하려면, 예상보다 25배나 빨라야”

<인디펜던트>는 ‘히말라야 빙하 소멸’ 시기가 얼마나 어처구니 없는 방식으로 2035년으로 설정되었고, IPCC 보고서에 실리게 됐는지 자세하게 전하고 있다.(기사 원문보기)

이 신문에 따르면, 지구온난화 연구로 2007년 노벨평화상까지 받은 IPCC가 내놓은 이 예측은 히말라야 빙하에 대해 실상을 알고 있는 과학자들을 경악하게 했다. 히말라야 빙하가 2035년 경 모두 사라지려면 두께가 수백m에 달하는 빙하들도 예상보다 무려 25배나 빠르게 용해되어야 하기 때문이다.

이런 예측은 통념과 크게 다른 주장이다. 과학계에서 ‘비범한 주장’은 ‘비범한 증거’가 요구된다는 말이 있다. 하지만 ‘히말라야 빙하 소멸설’의 근거는 아무것도 없는 것으로 드러났다.

IPCC는 지난 20일 성명을 통해 “이 예측에 대해서 과학적 주장의 가치를 평가하는 ‘확고히 수립된 기준’이 적용되지 못했다”고 시인했다. 또한 IPCC는 “히말라야 빙하들은 지금도 녹고 있지만, 2035년 경 사라질 가능성이 높을 정도로 빠르게 녹는 것은 아니다”고 밝혔다.

IPCC 보고서의 저자들이 실수로 저지른 이 예측의 근거는 이른바 ‘회색문헌(grey literature)’에 의존한 것이었다고 <인디펜던트>는 지적했다. 발표 이전에 다른 전문가들이 검증하는 ‘피어 리뷰’를 거친 과학 논문들에 근거하지 않았다는 것이다.

하지만 보고서 저자들이 저지른 실수는 이것만이 아니다. 문제를 더 심각하게 만든 실수가 명백히 있었다.

문제의 예측은 1999년 4월 <다운 투 어스(Down to Earth)>라는 인도의 한 잡지에 실린 기사에서 시작된다. 시예드 하스나인이라는 인도의 한 과학자의 말을 인용한 이 기사는 “히말라야 빙하들은 세계 어느 지역의 빙하보다 빠르게 녹아내리고 있으며, 이런 속도로 진행되면 2035년 경 모두 사라진다”는 내용을 전했다.

이 기사에는 러시아 과학아카데미의 존경받는 빙하학자 블라디미르 코틀랴코프가 하스나인의 주장을 뒷받침하는 듯한 발언까지 곁들여져 있었다. 나중에 알고보니 코틀랴코프의 발언은 심각하게 잘못 인용된 것이었다.

어쨋든 이런 주장들을 담은 기사를 노련한 환경전문기자로 존경받는 프레드 피어스가 읽지 않았다면 큰 문제를 일으키지 않고 끝났을지 모른다.

피어스는 하스나인에게 연락해 이 주장을 다시 확인한 뒤 <뉴사이언티스트>에 기사화했다. 이제와서 하스나인은 피어스에게 “당시 그 주장은 그저 추정이었을 뿐”이라고 말을 바꾸었다.(☞관련 기사:’기후변화 전문기자’ 피어스의 고백…”과학자에 대한 신뢰 상실”)

여기까지만 해도 ’2035년’이라는 숫자가 IPCC 논문에 그대로 인용될 정도로 공신력을 갖지는 못했을 것이다. 국제적인 환경기구 WWF가 2005년 보고서에서 ’2035년’이라는 숫자는 국제설빙위원회에 제출된 하스나인의 내부보고서로부터 나온 것이라고 주장한 것이 문제를 키웠다.

하지만 이 위원회의 보고서들에 ’2035년’이라는 숫자가 담긴 적이 없는 것으로 드러났다.

나중에 알고 보니 WWF의 보고서, 그리고 ’2035년’이라는 숫자는 모두 <뉴사이언티스트>에 실린 피어스의 기사에 의존한 것이며, 간접적으로는 같은 해에 먼저 나온 <다운 투 어스>에 의존한 것으로 드러났다.

기후변화 연구 책임 분과는 ’2035년 예측’ 무시

그뿐만이 아니다. 이제부터는 정치적 배경이 의심되는 과정이 전개된다. IPCC 보고서에 히말라야 빙하 섹션을 담당한 저자들은 IPCC 제2분과 소속이었다. 이 분과는 기후변화가 초래하는 ‘파괴적 영향’을 평가한다.

<인디펜던트>에 따르면, 흥미롭게도 기후변화 연구를 책임지는 곳은 제1분과다. 이 분과는 빙하 연구의 전문성을 가지고 있는 곳으로, 정작 제1 분과가 작성한 자체 보고서에는 ’2035년 히말라야 빙하 소멸’에 대한 언급은 전혀 없었다.

반면 제2분과의 보고서에는 다음과 같이 명백하게 서술하고 있다. “히말라야에 있는 빙하들은 세계 어느 지역에 있는 빙하들보다 빠르게 녹고 있으며, 현재의 속도로 진행이 계속되고, 지구가 현재의 속도로 계속 더워진다면 2035년 경 또는 아마도 더 이르게 사라질 가능성이 매우 높다. 현재 50만㎢의 빙하 면적은 2035년 10만㎢로 축소될 가능성이 크다.”

이 보고서에는 이 예측을 뒷받침하려고 WWF의 2005년 보고서가 참고 문헌으로 포함돼 있는데, 그것도 보고서 초안 작성 도중 검토를 하던 전문가들이 의문을 제기했기 때문에 들어간 것이다.

그럼에도 불구하고 문제의 서술은 코틀랴코프가 언급한 빙하 면적 축소 예측을 포함해 <다운 투 어스>의 기사 내용과 거의 동일한 것이다.

2035년이라는 수치는 2350년의 오기?

사실, 히말라야 빙하의 총 면적을 알고 있는 사람이라면 코틀랴코프가 히말라야 빙하 면적의 축소를 언급한 것이 아닌 줄 알았을 것이다. 코틀랴코프가 언급한 것은 극지역 빙하를 제외한 전세계 빙하 면적의 축소 예측이다.

보다 중요한 것은 <다운 투 어스>에 심각하게 잘못 인용된 코틀랴코프의 보고서 내용이었다. 바로 극지역 빙하를 제외한 전세계 빙하들의 면적이 5분의 1로 축소되는 것이 2350년이라는 것이다. 2035년이 아니다.

설상가상으로 IPCC가 문제의 예측을 뒷받침하기 위해 히말라야 빙하에 관한 데이터를 작성하는 과정에서 중대한 계산 착오를 저질렀다. 텍사스 A&M 대 존 닐슨-개먼 교수가 최초로 발견한 이 실수는 다음과 같다.

121년 걸친 변화를 21년으로 계산

히말라야의 빙하 중 하나의 길이가 1845년에서 1966년 사이에 2840m가 줄어들었다. 연평균 23m가 감소한 것이다. 하지만 IPCC의 보고서에는 연평균 135m가 감소한 것으로 기록됐다. 누가 계산했는지 모르지만 121년으로 나누어야할 것을 21년으로 나눈 것이다.

<인디펜던트>는 “2035년 예측이 IPCC의 정책참고요약에 언급되지 않았다는 점에서 이 예측이 핵심 결론으로 제시된 것은 아니다”면서도 그 파장이 클 수밖에 없는 이유를 다음과 같이 지적했다.

“이처럼 놀라운 주장은 널리 회자될 수밖에 없는데도, 이 예측에 대해 제기된 의문들은 IPCC 수뇌부들에 의해 거부됐다. 진실이 알려지게 된 것은 평범한 기후 과학자들의 끈질긴 조사에 의한 것이었다.”

캐다나 온타리오에 있는 트렌트대 그레이엄 코글리 교수는 ’2035년 예측’의 출처가 1999년 <뉴사이언티스트>의 기사라는 것을 발견하고 피어스 기자에게 경고했다.

IPCC 위원장이 의문 제기 일축한 것도 ‘실수’?

코글리 교수에 따르면, IPCC에게도 이 사실을 알리자 신속하게 잘못을 시인하며 바로잡았다. 하지만 IPCC의 위원장 라젠드라 파차우리는 지난해 IPCC의 연구에 대해 의문을 제기하는 학자들을 “부두(흑마술) 과학자들”이라고 맹비난했다.

코글리 교수는 “제1분과의 연구지침은 명백하게 ‘절대적으로 필요한 경우가 아니라면, ‘회색문헌’에 의존하지 말 것을 규정하고 있다”고 말했다. 하지만 제2분과에서 이런 규정은 보다 느슨하다.

미국 애리조나대의 히말라야 빙하 전문가로 IPCC 보고서의 오류 적발에 기여한 제프리 카겔 교수도 “기후변화의 영향에 대한 IPCC 제4차 보고서는 전반적으로 매우 견고하고 정확하다”고 평가했다.

카겔 교수는 “회의론자들이 ‘빙하게이트’에 대해 언급할 때 가슴이 아프다. 정교한 음모가 있는 것처럼 말하기 때문이다”면서 “과학은 자기교정이 있고, 그런 과정이 진행되지 않았느냐”고 말했다.

하지만 지구온난화 이론은 일개 한 과학자의 논문이 아니다. 세계적으로 가장 뛰어난 학자들 수천 명이 모였다는 IPCC 같은 거대한 과학기구가, 의문을 제기하는 과학자들을 ‘흑마술 과학자’로 일축하며 몇년 간이나 자기교정에 실패했다.

일각에서는 이미 지구온난화 이론은 정치적, 산업적 배경을 넘어 ‘종교적 색채’까지 띠고 있다고 지적한다. ’2035년 히말라야 빙하 소멸’처럼 ‘종말론적 예측’이 가장 엄격해야 할 UN 과학기구의 종합보고서에 아무런 검증도 거치지 않고 포함된 것이 그 단적인 예라는 것이다.

‘IPCC 보고서’ 논란이 과학이론이 정치적,산업적, 종교적으로 오염될 위험을 경고하는 ‘쓴약’이 되길 바랄 뿐이다.

It was one of the most startling predictions in climate science. By 2035 the great glaciers of the Himalayas were supposed to have largely disappeared, threatening the water supplies of tens of millions of people who rely on the ice to feed the great rivers of Asia, from the Indus and the Ganges in the west to the Brahmaputra and the Yangtze in the east.

But the prediction, made by the Nobel Prize-winning body charged with overseeing global climate science, also managed to astonish the scientists who actually knew about Himalayan glaciers. For them, the 2035 timeframe meant that the great slabs of ice sitting on top of these mountains, some of which are hundreds of metres thick, must be melting about 25 times faster than expected – an extraordinary claim.

In science, extraordinary claims demand extraordinary evidence, but in this case the “evidence” turned out to be to be non-existent, which is why the Intergovernmental Panel on Climate Change (IPCC) had to admit this week that, on this occasion, its “well-established standards” of assessing the value of scientific information had failed in relation to the 2035 prediction. The Himalayan glaciers are still melting but not so fast that they are likely to have disappeared by 2035, the panel said.

The error, made by the authors of the IPCC fourth assessment report published in 2007, was to rely on so-called “grey literature” rather than peer-reviewed scientific journals where evidence is double-checked by other experts before publication. But this was only half the story; it is clear the authors made mistakes of their own that compounded the problem.

It began with a news story published in an Indian publication, Down to Earth, in April 1999. It quoted an Indian scientist, Syed Iqbal Hasnain, then vice chancellor of Jawaharlal Nehru University in New Delhi, who said the Himalayan glaciers were receding faster than glaciers in any other part of the world, and if the rate continued they would be gone by 2035.

The story also quoted a respected glaciologist called Vladimir Kotlyakov of the Russian Academy of Scientists, who appeared to back up Hasnain’s claim with the quote: “The glacier will be decaying at rapid, catastrophic rates. Its total area will shrink from the present 500,000 to 100,000 square km by the year 2035.” (In fact, Kotlyakov was seriously misquoted, but more of this later.)

These claims may not have gone much further had the story not been read by Fred Pearce, a highly experienced and respected environment journalist. Pearce contacted Hasnain to verify his position and, satisfied that the scientist was not misquoted, wrote a version of the story for New Scientist. Hasnain has since told Pearce the claim was “speculative.

Again, the 2035 timeframe may not have emerged from the magazine’s archives had it not been recycled in a 2005 report by the environmental body WWF, formerly the World Wildlife Fund. It claimed that the 2035 figure came from the semi-official International Commission for Snow and Ice, written by Hasnain, but it turned out that this commission had never included that timeframe in its reports.

It subsequently turned out that the WWF report, and the 2035 claim, had been based on Pearce’s story in New Scientist, and, indirectly, the Down to Earth article of the same year. This was grey literature at its secondhand greyest – a non-peer reviewed report based on another non-peer-reviewed report.

Matters became even greyer when the IPCC began writing up its section on Himalayan glaciers for its fourth assessment report published in 2007. The authors were part of IPCC Working Group II, which is involved in assessing the “impacts” of climate change. Interestingly, it is Working Group I, which is responsible for the science of climate change, which actually has the expertise on glaciers and yet its own report included no mention of the 2035 timeframe.

However, the Working Group II report was quite unequivocal in its statement: “Glaciers in the Himalaya [sic] are receding faster than in any other part of the world and, if the present rate continues, the likelihood of them disappearing by the year 2035 and perhaps sooner is very high if the Earth keeps warming at the current rate. Its total area will likely shrink from the present 500,000 to 100,000 square km by the year 2035.”

It included a reference to the 2005 WWF report to support the statement, but only after expert reviewers had questioned the claim during the drafting of the report. Nevertheless, the phrasing is almost identical to Down to Earth’s, including the reference to Kotlyakov’s glacial shrinkage.

In fact, anyone with a knowledge of the total surface area of Himalayan glaciers would have known that Kotlyakov was not referring to the shrinking of Himalayan glaciers, but to the shrinking of all mountain glaciers, outside the polar regions. More importantly his report, seriously misquoted by Down to Earth, said this shrinkage will occur by 2350 – not 2035.

To add insult to injury, the table of Himalayan glaciers used by the IPCC to back up its statement contains a serious mathematical error, first identified by Professor John Nielsen-Gammon of Texas A&M University. One of the Himalayan glaciers is listed as retreating by 2,840 metres between 1845 and 1966, which is 23 metres per year. Yet the IPCC’s report lists it as retreating by 135 metres per year. Whoever did the calculation within the IPCC had divided the total glacier retreat by 21 years, not 121.

It would be easy to condemn the IPCC for these lapses but it must be remembered that the organisation is essentially composed of working scientists and it was the science community that identified and exposed the errors. The 2035 claim was not mentioned in the IPCC’s “summary for policymakers” so was not presented as one of its central arguments.

However, such an astounding claim was bound to receive wider currency and doubts about it were initially rejected in the higher echelons of the IPCC. Yet it was through the dogged investigation of ordinary climate scientists that the truth emerged. Professor Graham Cogley of Trent University in Ontario traced the 2035 timeframe back to the 1999 news story in New Scientist and had alerted Pearce.

Professor Cogley said that once the IPCC had been presented with the detailed critique of the 2035 claim, it had moved swiftly to admit the error and make the correction. However, the head of the IPCC, Rajendra Pachauri, when he was confronted over the 2035 claim last year, denounced those questioning his body’s research as “voodoo scientists”.

Professor Cogley said: “In Working Group I the guidelines are pretty clear about not relying on grey literature unless absolutely necessary. But in Working Group II that rule is more relaxed. As far as the public perception goes, a good question to ask is how many minds will change [ due to this debacle]? The climate sceptics will continue being sceptics. The reality in the Himalayas is bad enough without exaggerating it. The glaciers are losing mass and we are fairly sure they are losing mass faster now than a few years ago. We also know the Himalayan glacier water could become a non-renewable resource,” he said.

Professor Jeffrey Kargel, an expert on Himalayan glaciers at the University of Arizona, who was also involved in exposing the error, said that overall the IPCC’s fourth report on climate change impacts was otherwise “very solid and very accurate”.

“There is indeed a consensus that the glaciers in the Himalayas, as in other parts of the world, are retreating relatively quickly,” Professor Kargel said. While most glaciers in the chain are in retreat, others appear stable and a few seem to be advancing because of heavier snowfall – which is not inconsistent with warmer temperatures. The mountains in the east, which accumulate snow in the wetter summer period of the monsoon, are particularly vulnerable to small changes in average temperature, which can quickly turn annual snowfall into annual rain.

The 2035 timeframe may be discredited, but that doesn’t mean that there is not a problem. Increasingly, this century, the gradual loss of the Himalayan glaciers are likely to impinge on the reliability of the water supply of people living in the the lower alpine valleys of the mountains.

Professor Kargel said: “When sceptics talk of ‘glaciergate’, it hurts. That word suggests an elaborate conspiracy when there isn’t. This is a self-correcting system, that’s what happened, that’s what science is.”

유가가 치솟으면서 원자력 발전이 각광받고 있다. 화석연료에 비해 온실가스 배출이 적다는 점도 ‘원자력 대안론’에 힘을 싣고 있다. 그러나 ‘체르노빌 참사 같은 과거를 너무 빨리 잊은 것 아니냐’는 비판론이 제기되는 가운데, 프랑스에서 우라늄 유출 사고가 발생하면서 원자력 안전 논란도 재연될 전망이다. 독일 주간 슈피겔은 9일 원자력 에너지를 둘러싼 논쟁을 이같이 전했다.

슈피겔에 따르면 유럽 각국은 신규 원자력 발전소 건설에 박차를 가하고 있다. 영국과 이탈리아 등은 기존 원전의 가동률을 높이는 데 주력하고 있다. 원자력에는 완고한 입장을 견지했던 독일에서도 앙겔라 메르켈 총리가 전임 정부의 원전폐쇄법에 대해 “완전히 잘못됐다”고 말하는 등 달라지고 있다. 9일 폐막한 G8(서방 선진 7개국+러시아) 정상회의에서도 원자력 이용을 늘리자는 원칙적 합의가 있었다. 2050년까지 온실가스 배출을 50% 이상 감축하는 장기 목표 달성을 위해 원자력을 적극 활용하겠다는 것이다.

국제원자력기구(IAEA)가 최근 발표한 전 세계 원자로(2007년 기준)는 모두 439기다. 또 36기가 건설 중이며, 81기는 건설 계획이 확정됐다. 특히 원자로 관련 독자 기술을 보유한 프랑스는 ‘원자력 르네상스’를 반기고 있다. 니콜라 사르코지 대통령은 원자력을 일컬어 “평화의 무기”라고 할 만큼 원자력 신봉자다. 프랑스는 전력의 80%를 원전에 의존하고 있다.

그런 프랑스에서 우라늄 유출 사고가 발생해 파장이 커지고 있다. 지난 8일 프랑스 남부 볼렌 지방의 트리카스탱 원전에서 우라늄이 포함된 용액 3만ℓ가 인근 론 강과 가피에르 강으로 흘러들어가는 사고가 일어났다. 슈피겔에 따르면 사고는 용액이 담긴 탱크의 정화작업 도중 발생했다. 프랑스 핵안전국(ASN)은 “위험은 극히 적다”며 서둘러 진화에 나섰다. 하지만 지방정부는 인근 지역의 물 사용을 전면 금지했다. 사람이 강물과 접할 수 있는 모든 활동을 금한 것은 물론 농업용 관개수로까지 이용하지 말라고 지시했다.

이 때문에 주민과 환경단체들은 ASN의 발표를 신뢰할 수 없다는 입장이다. 그린피스 등 환경단체들은 자체 진상조사에 나섰다. 반핵연대 단체인 ‘핵탈출’의 앙드레 라리비에르 대변인은 “아무런 문제가 없었던 것처럼 사건을 축소하는 건 영혼을 (핵)에너지에 팔아넘긴 프랑스 정부에서 흔히 있는 일”이라고 비판했다.

슬로베니아의 크르스코 원전에서도 지난달 4일 냉각수 유출 사고가 일어났다. 당시 유럽연합(EU) 집행위원회는 체르노빌 사고 이후 만들어진 규정에 따라 27개 전 회원국들에 사상 처음으로 방사능 누출 경보를 발동했다.

이 같은 원전 사고는 유럽인들이 원자력을 ‘대안 에너지’로 받아들이는 데 심리적 장벽으로 작용할 가능성이 있다. 1986년 옛 소련(현 우크라이나)의 체르노빌 원전 폭발 참사를 기억하는 유럽으로서는 자연스러운 반응이다.

미국에서도 79년 펜실베이니아주 스리마일 원전 사고 이후 20년 이상 신규 원전 건설을 불허했다. 하지만 2000년대 이후에는 원전 가동률을 높이고 발전소 신규 건설 계획을 짜는 등 달라졌다. 슈피겔은 미국 NRG에너지의 최고경영자(CEO)인 데이비드 크레인과의 인터뷰를 통해 미국의 원자력 현황을 전했다. NRG에너지는 텍사스에 원자로 2기를 건설할 계획을 세웠다.

크레인은 “미국인들은 원자력을 받아들일 준비가 돼 있다”고 주장했다. 그는 스리마일을 기억하는 사람보다는 지구 온난화를 걱정하는 사람이 많다는 점을 근거로 들었다. 또 “지구 온난화 정책 목표의 기준이 되는 2050년이면 미국 전력 생산 중 원자력 발전 비율은 현재의 20%에서 50%로 늘어날 것”이라고 말했다. 방사능 폐기물 처리 방안에 대해선 “온난화는 당면과제이지만, 핵 폐기물은 향후 200년간 처리하면 되는 문제”라고 답했다. 식량 가격 폭등이 유전자조작(GM) 식품 규제 완화로 이어지는 것처럼 유가 상승이 이제 원전에 대한 안전 우려마저 뒷전으로 밀어내는 양상이다.

국제유가가 오늘(28일) 장중 배럴당 142달러를 돌파하면서 사상 최고치를 또 경신했습니다. 이런 고유가 속에 유럽 각국이 원자력 발전을 대안으로 삼으면서 환경단체들과 큰 갈등을 빚고 있습니다.

파리에서 김인기 특파원입니다.

최근 이탈리아가 원전 건설을 다시 시작하겠다고 발표했습니다.

영국과 핀란드도 원전 확대 방침을 밝혔습니다.

심지어 지난 2000년 점차적인 원전 폐쇄를 선언했던 독일에서도 여당 내부에서 정책을 재고해야 한다는 목소리가 높아지고 있습니다.

고유가에 대응하려는 이런 움직임에 대해 국제적인 환경단체인 그린피스가 강력히 반발하고 있습니다.

그린피스는 프랑스 북부 플라망빌 원전 건설지역을 봉쇄했습니다.

BRUSSELS — Sweden described the Copenhagen climate change summit as a “disaster” and a “great failure” on Tuesday, ahead of a meeting of European Union environment ministers to discuss how to rescue the process.

The European Union went to Copenhagen with the hope of achieving a broad commitment to at least a 20% cut in carbon emissions below 1990 levels within 10 years, but that and other firm goals failed to emerge in the final accord.

“Ministers are going to meet today to discuss, of course, how to proceed after this disaster we really had in Copenhagen,” Swedish Environment Minister Andreas Carlgren told reporters as he and other ministers gathered for the meeting in Brussels.

Carlgren will preside over

the talks as Sweden currently holds the EU presidency.

“I expect us to discuss both how to continue … but also elaborate on possibilities for alternate ways to work now, because it was a really great failure and we have to learn from that.”

The two-week, UN-led conference ended on Saturday with a nonlegally binding agreement to limit global warming to a maximum of 2 degrees Celsius over preindustrial times, but it did not lay out how to achieve that.

Despite months of preparation and strenuous international diplomacy, the talks boiled down to an inability of the world’s two largest emitters, the United States and China, to agree on headline-fixed targets.

The 27 member states of the EU had gone into the talks with a unified position and with a plan for financing emissions cuts in the developing world, with a commitment to spend around $10.01 billion over the next three years to aid poorer countries.

But those aims were largely sidelined as the talks failed to produce the breakthrough agreement many had hoped for.

“Europe never lost its aim, never, never came to splits or different positions, but of course this was mainly about other countries really [being] unwilling, and especially the United States and China,” Carlgren said.

Britain on Monday accused China and a handful of other countries of holding the world for ransom by blocking a legally binding treaty at Copenhagen, stepping up a blame game that has gathered momentum since the talks ended.

British Prime Minister Gordon Brown described the summit as “at best flawed and at worst chaotic” and demanded an urgent reform of the process to try to reach a legal treaty when talks are expected to resume in Germany next June.

But Danish Climate Minister Connie Hedegaard, who quit as president of the Copenhagen talks midway through after being criticized by African countries for allegedly favoring wealthier nations in negotiations, said it was no time to get depressed about the process of tackling climate change.

“What we need to do is to secure the step that we took and turn it into a result,” she told reporters as she arrived for the Brussels meeting on Tuesday. Asked whether Copenhagen had been a failure, she replied: “It would have been a failure if we had achieved nothing. But we achieved something. A first step. It was the first time we held a process where all the countries were present, including the big emitters.”

칼그렌 장관은 27개 EU 회원국 환경장관들이 코펜하겐 기후변화 회의 결과에 대해 실망감과 유감을 피력했다면서도 기존의 입장을 굽히지 않고 코펜하겐 회의를 교훈으로 삼아 향후 대응 방안을 모색하기로 했다고 말했습니다.

하지만 이번 회의에서도 향후 EU가 어떤 식으로 미국, 중국 등 이른바 ‘G2′ 국가의 양보를 이끌어낼 것인지 구체적 방안은 도출되지 않은 것으로 전해졌습니다.

한편, 노르베르트 뢰트겐 독일 환경장관은 EU는 기후변화에 효과적으로 대응하고자 하는, 연대세력을 찾아야 한다며 전 세계에 이처럼 뜻을 같이하는 국가가 있으므로 새로운 동맹을 조직할 필요가 있다고 제안한 것으로 알려졌습니다.

LONDON (AFP) – Climate change minister Ed Miliband Sunday blamed China for blocking an accord on legally-binding emissions targets and a 50 percent cut in greenhouse gases by 2050 at the Copenhagen summit.

Miliband admitted the results of the Copenhagen conference were “disappointing” but insisted that important progress was made in the fight against global warming.

“We got a lot of commitments, not just from developed countries, but developing countries like China and India as well,” he told Sky News.

“The eventual outcome was disappointing. The most important reason actually is not so much to do with the commitments — because there are actually quite important and good commitments on emissions and finances — but on the issue of it becoming legally binding.”

Efforts to give legal backing to the commitments in the Copenhagen accord met with “impossible resistance from a small number of developing countries, including China, who didn’t want a legal agreement,” he said.

“If leading countries hold out against something like ‘legally binding’ or against the 2050 target of 50 percent reductions in carbon emissions — which was held out against by countries like China — you are not going to get the agreement you want.”

When asked about accusations that the watered-down agreement reached at the UN conference failed to protect poor people in developing countries, Miliband said: “The alternatives were no agreement or the agreement we have.

“The fact is that we have got fast-start finance of 10 billion dollars a year flowing as a result of this agreement.

“We have got important cuts for rich and developing countries in their emissions. We won’t know the precise shape of them until the beginning of February and we are going to have to push for them to be higher.

“But the idea that walking away from agreement would have been better for people facing climate change is frankly ridiculous.”

He added: “Even though there were things we didn’t achieve, the fact is we have got for the first time developing countries coming together and saying that they are going to reduce emissions and the finance is flowing.”

축산업의 CO₂배출량은. 인간의 모든 활동이 배출하는 세계온실가스(Global Greenhouse Gas: GHG) 중 18%를 차지하고 있습니다. 이것은 GHG 배출량의 14%를 차지하는 운송업보다 높은 수치입니다.

자동차가 하루에 평균 3킬로그램의 이산화탄소를 방출하는 반면 햄버거 1개를 만들기 위해 열대우림을 벌목하는 건 75킬로그램의 이산화탄소를 방출하고 있습니다

이 18%는 가축의 퇴비에서 배출되는 아산화질소와 메탄가스, 가축이 소화하고 내뿜는 메탄가스, 사료용 작물을 키우기 위한 미네랄 비료에서 나오는 아산화질소를 합한 수치입니다. 축산업이 배출하는 주요 온실가스의 항목별 비율은 다음과 같습니다.

총 메탄배출량의 37%(CH₄)

아산화질소(N₂O) 배출량의 65%

이산화탄소(CO₂) 배출량의 9%

더구나 축산업이 배출하는 64%의 암모니아는 공기와 토양, 물을 오염시키고 산성비의 원인이 되며 오존층을 손상시킵니다. 국제연합식량농업기구(Food and Agriculture Organization: FAO)에 따르면 “축산업은 이처럼 광범위하고 심각한 영향을 끼치므로 환경 정책을 세울 때 우선적으로 고려해야 한다.”고 밝히고 있습니다.

축산업은 토지의 자원과 수질 악화를 유발하는 주된 원인이기도 합니다.

식량농업기구(FAO)의 가축 정보 정책부 소장이자 이 보고서의 수석 집필자인 헤닝 스테인펠드씨는 “가축은 오늘날 가장 심각한 환경 문제를 일으키는 주범입니다. 이 상황을 극복하기 위해서는 신속히 대처해야 합니다.” 라고 말했습니다.

경제적인 번영과 함께 매년 더 많은 고기와 유제품이 소비되고 있다. 전 세계 육류 생산은 1999/2001년에 2억2천9백만 톤에서 2050년에는 4억6천5백만 톤으로 두 배 이상 오를 것이며, 우유 생산량은 과거 5억8천만 톤에서 10억4천3백만 톤에 이를 것으로 예상됩니다.

긴 그림자

전 세계적으로 축산업부문은 다른 농업 분야보다 빠르게 성장하고 있습니다. 또한 전 세계 약 13억 명의 사람들에게 생계를 제공하며 농업 총 생산량의 약 40퍼센트를 차지합니다. 많은 개발 도상국가의 빈농들에게 가축은 짐을 실어 나르는 재생 에너지원이자 농작물에 쓰이는 유기 비료의 출처입니다.

하지만 『가축의 긴 그림자- 환경문제와 대응책』이라는 유엔 식량농업기구 보고서에 의하면 이런 급격한 성장은 환경부담이 터무니없이 많이 요구됩니다. “환경파괴가 기존 수준이상으로 악화되는 것을 막기 위해서는 가축 생산 단위 당 요구되는 환경의 대가를 절반으로 줄여야 합니다.”라고 경고했습니다.

토지의 사용과 토지의 사용 변화에서 나오는 이산화탄소의 배출량을 포함할 경우, 가축부문은 전체 인간 활동에서 배출되는 이산화탄소 중 9퍼센트에 달하지만 가축들이 배출하는 해로운 온실가스가 인간의 다른 활동에 비해 훨씬 더 많은 양을 배출하고 있습니다. 축산업은 인간관련 이산화질소의 65퍼센트를 생산하는데, 그것은 이산화탄소의 296배에 달하는 지구 온난화 가능성(GWP)을 내포하고 있다. 대부분은 비료를 사용하면서 배출되는 것들입니다.

이는 인간이 배출하는 총 메탄가스 양의 37퍼센트( CO2보다 23 배나 더 많은 온난화 효과가 있음)와 암모니아 가스의 64퍼센트를 차지합니다. , 이들 가스는 주로 반추 동물의 소화기에서 만들어지며 산성비의 주요 원인입니다.

축산업은 현재 지구 전체 표면적의 30퍼센트를 사용하고 있는데 , 이 토지는 거의가 영구 목초지일 뿐만 아니라 전 지구 경작지의 33퍼센트를 포함한다고 보고서는 밝혔습니다. 또한 새로운 목장을 만들기 위해 산림을 벌목하면서 삼림 벌채의 주요 원인으로도 대두되고 있습니다. 극단적 예로 라틴 아메리카에서는 이전에 삼림 지대였던 아마존의 약70퍼센트가 방목지로 뒤바뀌어 버렸습니다.

땅과 물

이와 동시에 가축 떼는 광범위한 규모의 토질 악화를 초래하고 있습니다. 지나치게 밀집된 가축 방목과 토양 부식으로 인해 20퍼센트의 목초지가 악화된 것으로 간주되고 있으며, 이러한 수치는 건조지역에서 훨씬 더 높게 나타났다. 부적절한 정책과 잘못된 가축 관리가 사막화를 촉진시킨 결과입니다.

축산업은 갈수록 고갈되고 있는 지구 수자원에 가장 큰 피해를 주는 산업분야이며 그 중에서도 수질 오염과 부영양화, 그리고 산호초 퇴화를 초래하고 있습니다. 그 주요 오염원들은 축산 폐기물과 항생제 호르몬, 무두질 과정에서 배출되는 화학물질, 곡물에 살포하는 비료와 살충제들이다. 광범위하고 지나친 가축 방목은 지상과 지하의 수자원 공급을 감소시키면서 그 순환을 방해합니다. 가축 사료 생산에 상당량의 물이 사용됩니다.

내륙지방의 남중국해를 인과 질소로 오염시키는 주요 원인은 축산업으로 추정되는데 그로 인해 해양 생태계는 다양성을 잃어가고 있습니다.

식용 가축과 낙농 가축들은 총 육지 동물의 20퍼센트를 차지하고 있습니다. 광대한 토지에서 사육되는 가축들과 그에 따른 곡물 사료 수요도 생태계 손실에 일조하고 있습니다. 24개 주요 생태계 시설 중 15개가 가축으로 인해 감소되는 것으로 나타났습니다.

구제책

“다기관 가축 환경 계발정책”에서 지원한 보고서는 이러한 환경에 미치는 대가들을 고려해야 한다고 노골적으로 건의하며 여러 구제책을 제시했는데 그 내용은 다음과 같습니다.

토질 악화 – 공동 목초지에 대한 접근을 통제하고 이동에 방해가 되는 것을 없앤다.

토양 보존법과 친환경목축업(silvopastoralism)을 택하되 민감한 지역에서는 가축 추방 관리를 병행한다. 토질 악화를 최소화하고 토질을 되살리기 위해 축산 지역 사용에 대한 환경 시설에 납입 제도를 실시한다.

대기와 기후 – 가축 생산과 사료 곡물 경작의 효율을 증가시킨다. 동물들의 먹이를 개선해서 장 발효에 의한 메탄가스 배출을 줄이며 퇴비를 재활용하는 생물가스 식물 협의안을 추진한다.

물 – 관개 시설의 효율을 개선하고 도시 근접 지역에 방대한 가축이 집중되는 것을 막기 위해 전액 요금제도(생산 원가+소요 비용 전반이 포함된 가격)를 도입한다.

국내 최초 전국 지자체단위 온실가스 배출량 산정

◇ 전국 248개 시·군·구 단위의 배출원 부문별, 지역별, 연도별 온실가스 통계 D/B 구축 완료

◇ 지자체의 기후변화 대책수립 지원 및 국가 온실가스 통계관리 기반 마련

□ 국립환경과학원은 국가 온실가스 배출통계 관리 및 지자체의 온실가스 감축전략을 지원하기 위하여
「온실가스 및 대기오염물질 통합관리시스템(GHG-CAPSS)」을 구축하고, 248개 지자체의
온실가스 배출량을 발표하였다

○ GHG-CAPSS는 대기배출원관리시스템(SEMS)의 사업장별 활동자료와 통계청, 지자체 등 210개
유관기관의 활동자료(연료,원료사용량 및 제품생산량 등), 배출계수를 적용하여 배출량 산정 (붙임 2 참조)

※ GHG-CAPSS(Greenhouse Gas CAPSS) : 대기정책지원시스템(CAPSS)의 대기오염물질 배출원 목록과
온실가스 배출원 목록을 연계한 통합시스템

※ SEMS(Stack Emission Management System) : 대기오염물질 배출사업장의 대기배출원 관리를 위한
시스템

○ 금번 산정된 배출량은 우리나라에서는 최초로 시․군․구 단위 기초자치단체의 배출량을 부문별로
확인할 수 있으며, 개별 배출원을 직접 조사하는 상향식 기법(bottom-up)과 연료의 사용량 등을 근거로
산출하는 하향식 기법(top-down)에 의해 산정하였다

□ ’06년도 우리나라 총 온실가스 배출량(CO2)은 588,011 천톤으로, 산업 294,467천톤(50.1%),
수송 103,255천톤(17.6%), 가정 74,209천톤(12.6%), 상업․공공 74,309천톤(12.6%), 농업 14,516천톤(2.5%),
폐기물 15,358천톤(2.6%)으로 산정되었다

□ 전국 16개 특․광역시의 온실가스 배출량은 경기 87,342천톤(14.9%), 전남 73,067천톤(12.4%),
경북 64,814천톤(11%) 순으로 나타났다 (붙임 1 참조)

○ 경기지역은 안산․시화공단 등 중․소형 산업단지와 분당․일산 등 신도시의 인구 밀집의 영향으로
다른 특·광역시에 비하여 산업(32.6%), 수송(23.5%), 가정(18.3%), 상업․공공(18.0%) 부문의 배출량이
고루 분포되어 있다

□ 전국 248개 기초자치단체의 온실가스 배출량 산정 결과, 전남 광양시 (36,463천톤),
경북 포항시 남구 (33,290천톤), 울산 남구 (25,263천톤) 순으로 나타났다

○ 전남 광양시와 경북 포항시 남구는 철강산업시설의 에너지 소비량이 많았으며, 울산 남구는 석유정제,
화학산업시설의 연료 소비량, 원료 투입량 및 울산항 해운선박의 연료 소비량에 기인

□ 전국 248개 기초자치단체에 대해 가정, 상업·공공, 산업, 수송, 농업, 폐기물 등 배출부문별 유형을
분석한 결과 (붙임 2 참조)

○ 산업부문은 철강산업이 있어 유․무연탄의 소비가 많은 전남 광양시(35,219천톤),
경북 포항시 남구(31,660천톤), 석유정제업 및 화학 산업의 B-C유 및 나프타 소비가 많은
울산 남구(21,264천톤)순으로 나타났다

○ 수송부문은 대형 항만시설이 있어 B-C유 소비가 많은 울산 울주군(4,278천톤), 부산 남구(2,677천톤),
김포공항이 있는 서울 강서구(1,782천톤) 순으로 나타났다

○ 가정부문은 주거지역의 난방 및 취사용 연료인 LNG와 프로판 사용량이 많은 충남 천안시(950천톤),
상업·공공부문은 대형빌딩의 전기사용이 많은 서울 강남구(2,309천톤)에서 가장 높게 나타났다

□ 국립환경과학원은 향후 지자체별로 특성에 맞는 온실가스 저감대책을 수립할수 있도록 지자체에
온실가스 배출량을 제공할 예정이며, 배출량 산정방법론 개선 등 온실가스 배출자료의 신뢰도 향상 노력을
지속적으로 수행할 계획이다

Data Sources
Atmospheric CO₂. The data is provided by the US National Oceanic and Atmospheric Administration Earth System Research Laboratory. Accumulation of atmospheric CO₂ is the most accurately measured quantity in the global carbon budget with an uncertainty of about 1% or about 0.04 PgC of the 4PgC per year accumulated on average since 2000.

Emissions from CO₂ fossil fuel. CO₂ emissions from fossil fuel and other industrial processes were calculated by the Carbon Dioxide Information Analysis Center of the US Oak Ridge National Laboratory. For the period 1958 to 2006 the calculations were based on United Nations Energy Statistics and cement data from the US Geological Survey, and for the years 2007 and 2008 the calculations were based on BP energy data. Uncertainty of the global fossil fuel CO₂ emissions estimate is about ±6% (currently ±0.5 PgC). Uncertainty of emissions from individual countries can be several-fold bigger.

Emissions from land use change. CO₂ emissions from land use change were calculated by using a book-keeping method with the revised data on land use change from the Food and agriculture Organization of the United Nationals Global Forest Resource Assessment. Emissions after 2005 were extrapolated from the previous 25-year trend of 1.5 PgC per year.. We used fire emissions from the Global Fire Emissions Database vs.2 over tropical forests to provide inter-annual variability on emissions over the last three years. Uncertainty of the global estimate of land use emissions is large and considered to be ±0.7 PgC in this analysis. Emission uncertainties at the country level can be large.

Ocean CO₂ sink. The global ocean sink was estimated using an ensemble of four ocean general circulation models coupled to ocean biogeochemistry models. Models were forced with meteorological data from the US national Centers for Environmental Prediction and atmospheric CO₂ concentration. Recent trends in regional CO₂ sinks in the Southern Ocean, North Atlantic, and Pacific oceans were detected directly from repeated observations.

Land CO₂ sink. The terrestrial sink was estimated using an ensemble of 5 global vegetation models forced by observed CO₂ concentration and a combination of meteorological data from the Climatic Research Unit and US National Centers for Environmental Prediction.

‘지구온난화에 속지 마라’ 출간

(서울=연합뉴스) 김지연 기자 = 사람들은 차를 몰고, 에어컨을 켜고, 공장을 돌리면서 이산화탄소를 비롯한 온실가스를 마구잡이로 배출한다. 온실가스 때문에 지구 기온은 점점 올라가고 빙하가 녹아 해수면이 높아진다. 이상기후가 잦아지고 기근이 심해지며 야생생물은 멸종한다.

   이것이 현대를 살아가는 사람들이 아는 지구온난화에 관한 ‘과학적 상식’이다.

   그러나 한쪽에서는 이런 ‘상식’이 착각에 불과하며, 지구온난화는 지구가 뜨거워졌다가 차가워졌다가 반복하는 주기에 맞춰 일어나는 정상적인 현상에 불과하다는 주장도 있다.

   오스트리아 출신 미국 기후물리학자 프레드 싱거 버지니아대 명예교수와 데니스 에이버리 허드슨연구소 연구원이 바로 이런 신념을 지닌 전문가다.

   이들은 최근 국내에 소개된 ‘지구온난화에 속지 마라’(동아시아 펴냄)는 단행본에서 현재의 지구온난화는 100만 년 전부터 1천500년가량 주기를 가지고 나타나는 자연적인 기후 변동 현상의 한 부분에 불과하다고 말한다.

   저자들은 그 근거를 역사에서 찾는다. 고대 로마인들이 이탈리아와 영국에서 자라던 포도나무가 점점 북쪽에서 서식한다는 사실을 기록했는데, 이는 기원전 200년부터 기원후 900년 사이에 지구온난화가 있었다는 증거다.

   또, 오늘날에는 햇살이 강한 영국 남부와 같은 지역에서나 발견되는 쐐기풀 벌레는 영국 북부에서 화석 형태로 발견되는가 하면, 17세기 말에 그린 그림에서는 영국 템스강이 꽁꽁 얼어 사람들이 빙판에서 운동이나 놀이를 하는 모습을 볼 수 있다.

   이렇게 서식한 동물의 종류나 인구의 변화를 알려주는 역사 기록, 나무 성장속도의 변화를 가늠할 수 있는 나이테의 간격, 미라의 치아 속 산소 동위원소 등을 보면 900∼1300년은 ‘중세 온난기’로, 1300∼1850년은 ‘소(小)빙하기’로 분류할 수 있다.

   그러므로 1850년부터 현재까지 ‘현대 온난기’가 이어지는 것으로 볼 수 있다는 논리다.

   지구가 자연스럽게 따뜻해지는 게 사실이라 하더라도 인간의 산업활동이 온난화를 정상적인 수준보다 더 부추기는 것이라는 반론이 나올 수 있다.

   그러나 저자들은 이산화탄소 농도가 증가해도 대기 하층에 더 많은 열이 가둬지지 않는다는 여러 연구 결과가 있으며, 남극 빙하 코어(빙하에 구멍을 뚫어 추출한 얼음조각)를 분석해 역사적 기후 변화를 살펴봐도 이산화탄소 농도가 짙어진 이후 지구의 온도가 높아졌다는 결과는 나오지 않는다고 반박한다. 오히려 지구 온도가 상승하고 800년이 지난 다음에야 이산화탄소 농도가 증가했다는 자료가 있다.

   “지구온난화는 인간 때문이 아니라 당연한 자연현상”이라는 주장은 상당히 파격적이며 논란의 여지가 큰 만큼 저자들은 “온실효과가 지구를 멸망시키고 있다”고 주장하는 환경운동가들의 허점을 파고들 합리적인 증거 자료를 잔뜩 들어놓는다.

   지구온난화의 가장 큰 폐해로 지적되는 해수면 상승에 대해 저자들은 해수면이 1세기당 15㎝씩 느리게 상승할 뿐이며, 500년간 계속해서 일어난다고 해도 습지대와 그 생물계는 천천히 높은 지대로 올라가 살아남을 것이라고 전망한다.

   이들은 이상기후 역시 지구온난화 탓으로 돌려서는 안 된다고 주장한다. 최근 발생하는 악천후는 역사상 늘 있었던 현상이다. 또한, 시간이나 계절에 따라 지구 곳곳이 태양에 의해 데워지는 정도가 일정하지 않아 지구의 날씨 현상이 생기는데, 극지방과 겨울의 온도가 상승하는 지구온난화로 오히려 폭풍우가 더 적게, 온순하게 생성된다.

   기온 변화로 100만여 종의 야생생물이 멸종할 가능성이 있다는 환경론자들의 주장에도 저자들은 급격한 멸종은 없으며 오히려 생물의 서식지 범위와 생존 한계선이 늘어나 다양한 종이 번성할 수 있다며 역공을 펼친다.
저자들은 탄소 배출량 감소를 목표로 하는 교토의정서 역시 지구온난화를 막을 만한 아무런 효과도 없는 방안이라며 쓸데없이 엄청난 비용을 지불할 뿐이라고 비판한다.
