<P>South Korea halted Canadian beef imports in May 2003 after Canada reported its first case of bovine spongiform encephalopathy or BSE, which has been linked to more than 150 human deaths worldwide. Eating meat from BSE-infected animals has been tied to Creutzfeldt-Jakob disease, an incurable human illness that destroys brain tissue. Canada has reported 16 cases of mad cow disease. </P><br />
<P>Before the ban was imposed, South Korea was the fourth- largest market for Canadian beef, with annual shipments valued at C$50 million ($46 million). South Korea reopened its market to beef from the U.S. in June 2008 after also barring it in 2003 during a mad cow scare. </P><br />
<P>“South Korea’s continuing ban is not based on international standards or on science,” Trade Minister <A href="http://search.bloomberg.com/search?q=Stockwell+Day&#038;site=wnews&#038;client=wnews&#038;proxystylesheet=wnews&#038;output=xml_no_dtd&#038;ie=UTF-8&#038;oe=UTF-8&#038;filter=p&#038;getfields=wnnis&#038;sort=date:D:S:d1" T_DELAY="50" T_WIDTH="110" T_BGCOLOR="#ddedd9" T_FONTFACE="Verdana,sans-serif" T_FONTCOLOR="#000000" T_STATIC="true" T_ABOVE="true">Stockwell Day</A> said in an e-mailed statement. “This is a clear violation of South Korea’s WTO obligations.” </P><br />
<P>A WTO panel is expected to issue its report within the next nine months, according to the Canadian statement. </P><br />
<P>In 2007, the World Organization for Animal Health categorized Canada as a “controlled risk” country for BSE, the same status as the U.S. That designation has allowed Canada to ship most beef cuts without restrictions to 55 countries, provided specified risks are removed. </P><br />
<P>The two governments have been involved in negotiations for years to try to resolve the spat. <P>The dispute “doesn’t mean we have bad relations,” Day said last month. “It means you think this, I think that, we can’t agree, we’re going to the referee.” </P><br />
