Animal Health Australia (AHA) is a not-for-profit public company established by the Australian, state and territory governments and major national livestock industry organisations. AHA manages a suite of national programs that position Australia as a world leader in terms of its animal health status and systems. There are a comprehensive set of animal disease emergency response plans (including FMD), known as AUSVETPLAN, on their website.

The Department for Environment, Food and Rural Affairs (Defra) is a Government Department in the UK. The overarching challenge for Defra is to secure a healthy environment in which current and future generations can prosper. The health and welfare of animals is central to Defra’s work of protecting and improving livestock and controlling and eradicating disease. The Directorate-General for Health and Consumer Protection, often abbreviated as “SANCO” or “DG-SANCO” for the French words Santé (Health) & Consommateurs (Consumers), is a Directorate-General of the European Commission. The Health & Consumer Protection DG is responsible for the implementation of EU laws on the safety of food and other products, on consumers’ rights and on the protection of people’s health.

The EU integrated approach to food safety aims to assure a high level of food safety, animal health, animal welfare and plant health within the European Union through coherent farm-to-table measures and adequate monitoring, while ensuring the effective functioning of the internal market. The implementation of this approach involves the development of legislative and other actions:

To assure effective control systems and evaluate compliance with EU standards in the food safety and quality, animal health, animal welfare, animal nutrition and plant health sectors within the EU and in third countries in relation to their exports to the EU;

To manage international relations with third countries and international organisations concerning food safety, animal health, animal welfare, animal nutrition and plant health;

To manage relations with the European Food Safety Authority (EFSA) and ensure science-based risk management

The European Commission for the Control of Foot-and-Mouth Disease (EuFMD), one of FAO’s oldest Commissions, was established in 1954 to coordinate foot-and-mouth disease control within Europe. EuFMD is a regional body specialized in supporting member countries (currently 35) in the European region to prevent FMD, through actions co-ordinated with those of the European Union through the DG-SANCO of the European Commission (EC).

The United States Department of Agriculture (USDA). Through applied research and developing technology, USDA helps to reduce economic losses of the livestock and poultry industries and the associated rural agricultural community from infectious, genetic, and metabolic diseases.

The Plum Island Animal Disease Center

The World Organisation for Animal Health (OIE). The OIE is the intergovernmental organisation responsible for improving animal health worldwide. It is recognised as a reference organisation by the World Trade Organization (WTO) and as of January 2008, had a total of 172 Member Countries and Territories. The OIE publishes a Manual of Diagnostic Tests and Vaccines for Terrestrial Animals which includes a chapter on FMD.
