미 광우병 쇠고기 대만도 파동 조짐

미국산 쇠고기 수입을 전면 개방하기로 한 대만 정부의 갑작스런 결정이 대만을 뒤흔들고 있다. 대만 위생서(보건부)가 지난 23일 30개월 미만의 뼈 있는 쇠고기와 내장, 척수 등을 포함한 미국산 쇠고기 수입을 허용하겠다고 발표한 뒤 정치권과 소비자 단체들의 비난이 빗발치고 있다고 대만 언론들과 싱가포르 <연합조보>가 28일 보도했다.

특히, 여당인 국민당 의원들도 의회의 동의를 받지 않고 금수조처를 풀기로 한 양쯔량 위생서장(보건장관)의 사임을 요구하며, 사임하지 않으면 위생서 예산 통과를 막겠다고 압박했다. 언론들은 지난해 국민당 집권 이후 여당 내 최악의 내분 사태라고 평가한다. 국민당 소속 타이페이 시장 하우룽빈은 시민과 식당들이 위험이 높은 미국산 쇠고기 제품을 쓰거나 먹지 말라고 공개적으로 요구하기도 했다. 그는 “국민들의 건강을 지키기 위해 미국산 쇠고기 수입에 반대한다. 다른 시와 현들도 우리 조처를 따랐으면 좋겠다”고 말했다.

야당은 마잉주 총통이 명령을 거둬들이고 재협상에 나서야 한다고 주장한다. 야당 민진당 주석 차이잉원은 사회단체들과 함께 거리투쟁에 나서겠다고 27일 밝혔다. 시민단체들은 이날 의회 앞에서 시위를 벌이며 정부가 미국의 압력에 굴복했다고 비난하며 다시 금수조처를 취할 것을 요구했다.

미국이 쇠고기 수입 문제를 대만에 대한 F-16 전투기 판매와 무역투자협정(TIFA) 협상의 지렛대로 이용하고 있다는 분석이 나오고 있다. 마잉주 정부가 미국과 무역투자협정을 맺기 위해 미국의 요구를 받아들였다는 것이다. 정부는 이번 협상 원칙이 국제수역사무국(OIE), 유럽연합의 기준보다 엄격하다며 한국의 미국산 쇠고기 수입 규정과 비슷하다고 해명했다. 위생서는 이미 협의가 완료돼 재협상은 어렵다고 27일 밝혔다. 이달말부터 금수조처 해제가 발효돼, 뼈있는 미국산 쇠고기의 첫 수입분이 11월10일께 대만에 도착할 예정이다.

대만은 2003년 미국에서 광우병이 발생한 뒤 미국 쇠고기 금수조처를 취했고, 2005년 뼈를 제거한 쇠고기 수입을 허용했으나, 뼈있는 쇠고기와 내장 등은 수입을 금지해왔다. 27일 홍콩 <봉황위성텔레비전> 토론프로그램에서는 “마잉주가 이명박의 낡은 길에 빠졌다”는 발언도 나왔다.

Taiwan’s Ma seeks to calm uproar over US beef

TAIPEI, Taiwan – Taiwanese President Ma Ying-jeou moved Thursday to ease a political storm over the government’s decision to lift a ban on certain U.S. beef imports, saying adequate safeguards are in place to guard against mad cow disease.

Ma made the comments after more than 100 people protested outside the Cabinet building against last week’s decision to remove the six-year-old ban on bone-in beef, minced beef and offal.

The demonstrators demanded that Premier Wu Dun-yi either revoke the decision or resign.

Health experts say while bone-in beef like Porterhouse steak may be harmless, minced beef and offal carry higher risks of mad cow disease. (다진 쇠고기와 내장은 광우병 위험이 높은 부위)

But Ma says all the meat is safe, insisting that “the U.S. is committed to strict management at point of origin, even allowing Taiwanese veterinarians to inspect their slaughterhouses.”

“The government does not import nor promote the (U.S.) beef products,” he added. “Our importers are imposing controls and you can rest assured of the product safety. There’s no need to renegotiate the issue with the U.S.”

Earlier this week, several Taiwanese meat importers pledged to impose a voluntary ban on U.S. beef and at least two local governments questioned the beef decision, believed to be a Taiwanese concession aimed at restarting talks on a free trade pact with the U.S.

In 2007 talks on the deal were halted, primarily because of Taiwan’s refusal to lift the bone-in-beef ban.

Before last week’s decision, Taiwan allowed imports of boneless beef from the U.S. Those imports were not contentious, because they were believed to be free of any mad cow disease hazard.

In lifting the bone-in beef ban, Taiwan’s Health Department said only meat products from cows aged 30 months or younger approved by certified veterinarians could be imported.

Mad cow disease is a brain-wasting disease in cattle, which in humans can cause a variant form, Creutzfeldt-Jakob Disease.

Taiwan purchased $128 million in beef products from the United States in 2008.

Taipei – A Taiwan student has consumed cow dung in protest against the government’s decision to renew US beef imports, local television reported on Thursday.

The student, Chu Cheng-chi, of the National Taiwan University’s PhD programme in sociology, was shown placing the cow dung on an open hamburger bun, served with lettuce and sliced tomato, and eating the “dungburger” in front of the Presidential Office in Taipei.

“The Ma government decided to renew the import of US beef, saying it would not create any health hazard to us, but once the beef is imported, it would be sold everywhere and we would have no way to avoid it,” he said in an interview aired by various local cable news channels, including TVBS.

Chu, who felt sick and threw up after eating his burger, said he did this to tell the “insensitive government” the harm it would create over its beef-import decision.

The Health Ministry announced on Friday that Taiwan would end its six-year ban on imports of US bone-in beef and organs that have a higher risk of bovine spongiform encephalopathy, commonly known as mad-cow disease.

The decision sparked strong protest from the public and lawmakers of both the ruling and opposition parties, who said the move would jeopardise Taiwanese health.

On Wednesday President Ma Ying-jeou assured the public of safety in consuming the US-raised and processed meat.

지난해 한국을 뒤흔들었던 광우병 파동이 대만에서 재연되고 있다.

대만 정부가 지난주 미국산 쇠고기 수입을 전면 개방하기로 갑작스런 결정을 내리면서 대만 정치권은 여야 간 날선 공방전이 벌어지고 국민 여론은 악화일로다.

대만 위생서(보건부)는 지난 23일 30개월 미만의 뼈 있는 쇠고기와 내장, 척수 등을 포함한 미국산 쇠고기 수입을 허용하겠다고 발표했다. 위생서는 의회의 동의도 받지 않은 채 미국산 쇠고기 금수조처를 풀기로 결정했다.

이에 여당인 국민당마저 양쯔량(楊志良) 위생서장의 사퇴를 요구하고, 야당은 미국과의 재협상을 주장하면서 미국산 쇠고기가 대만 정국을 혼란에 빠트렸다.

야당인 민진당은 마잉주(馬英九) 총통이 결정을 취소하고 재협상에 나서야 한다고 주장했다. 차이잉원 민진당 주석은 사회단체들과 함께 거리투쟁에 나서겠다고 27일 선전포고를 한 상태다. 여당 내에서도 당 집권 이후 여당 내 최악의 내분 사태라고 평가하고 있다.

시민단체들은 이날 의회 앞에서 시위를 벌이며 정부가 미국의 압력에 굴복했다고 비난하며 다시 금수조처를 취할 것을 요구했다.

대만 언론은 이번 광우병 쇠고기 파동 사건을 한국과 비교하며 마잉주 총통을 압박하고 있다.

중궈핑룬신원(中國評論新聞)은 ‘미국산 쇠고기 수입 개방, 마 총통은 이명박 한국 대통령을 교훈으로 삼아야 한다’는 제목으로 쇠고기 수입 때문에 이명박 대통령이 정권 초기에 지지도가 떨어지고 내각이 전원 사퇴했던 일을 기억해야 할 것이라고 썼다.

쯔유스바오(自由時報) 역시 ‘정부는 억지 국민은 반대, 한국과 똑같다?’라며 한국과 비교했다.

이런 가운데 마잉주 총통은 28일 국민당의 중앙선거단 발족식에서 “국민의 건강을 담보로 어떤 국가와도 협상하지 않는다”며 “안전과 위생을 고려해 수입할 것”이라며 쇠고기 수입 결정 이후 처음으로 말문을 열었다. 이어 그는 “대만은 국제사회에서 누구의 압력도 받지 않으며 국민의 건강 보호가 정부의 가장 중요한 목표”라면서 미국에 굴복했다는 비난에 대해 입장을 밝혔다.

쑤치(蘇起) 대만 국가안전회의 비서장 역시 해명에 나섰다. 그는 “지난 6월께 (미국과의 쇠고기 협상에서) 한국 방식을 따르기로 이미 결정을 했다”면서 “마 총통은 안전을 가장 강조했다”고 말했다.

그는 “한국 인구가 5000만명으로 쇠고기 소비량이 대만보다 많은데 지난해부터 올해 6월까지 1년여 동안 연구한 결과, 한국의 수입조건이 괜찮다고 판단했다”고 밝혔다. 쑤 비서장은 “대만은 협상의 시대에 직면하고 있다“면서 “우리 요구만 관철할 수는 없고 ‘기브앤테이크(주고받기)’가 필연적 이다”고 강조했다.

여론 조사 결과, 69%가 미국산 쇠고기 수입 반대 시위 시 호응할 것이라고 답해 쇠고기 수입으로 인한 산통이 예고된다. 뼈있는 미국산 쇠고기의 첫 수입분은 11월 10일께 대만에 도착할 예정이다.
